Abfallvermeidung zwischen Anspruch, Realität und Wachstumsdruck
Trotz breitem gesellschaftlichem Konsens bleibt die Abfallvermeidung weltweit hinter ihren Zielen zurück. Der Grund ist ein systemischer Zielkonflikt: Die ökologische Notwendigkeit, Müll zu reduzieren, kollidiert mit der globalen Maxime des Wirtschaftswachstums – und dieses Problem nimmt zu. Die Europäische Union stellt die Abfallvermeidung noch vor allen Recyclingmaßnahmen an die Spitze ihrer Abfallwirtschaftshierarchie. Auch im Aktionsplan Kreislaufwirtschaft (2020), dem zentralen Instrument des Europäischen Green Deals, wird „weniger Abfälle“ als oberstes Ziel genannt. Despite a broad social consensus, worldwide waste prevention is falling short of its targets. The reason for this is a systemic conflict of objectives: the ecological necessity of reducing waste clashes with the global maxim of economic growth – and this problem is growing. The European Union places waste prevention at the top of its waste management hierarchy, placing it above all recycling measures.
